Description and Responsibilities:

Procurement, Registration & Licensure

  • Research, register and maintain procurement platform registrations with non-government, local, state & federal government agencies in the regions we operate in
  • Aggregate bid opportunities published through procurement platforms into a weekly report for the project planning team
  • Manage outstanding opportunities for master contracts or IDIQ opportunities; including ongoing reporting requirements
  • Facilitate bid submission procedures including bid package prep, bid bonding, package review and delivery (digitally or via mail) on a deadline
  • Record bid opportunities, deadlines, required meetings in a calendar and assign required meetings and bidding tasks to project managers
  • Where requested assist in facilitating travel for pre-bid conference
  • Facilitate local and state registrations and qualifications required for project bid compliance including but not limited to local business licenses, local taxes, contractor licenses, certifications, SAM, human rights etc.
  • Gather and manage database of client primary, secondary and billing contacts, update biannually

Execution

  • Develop a comprehensive understanding of contracting process, pitfalls and best practices to reduce contract risk over time
  • Assist project managers in the development of proposals by maintaining a resource template library for proposals and contracts; review with outside legal when appropriate
  • Work with social media and marketing coordinator to ensure public facing documents match the brand goals of Rock Solid
  • Facilitate contract process including negotiation, bonding, legal review and execution.
  • Review proposals drafted by project managers for technical flaws, grammar or other errors prior to sending to clients
  • Send contracts/proposals to respective parties through digital signature platform; follow-up where needed to facilitate execution.
  • Obtain and record COI's for projects and update when needed

Maintenance

  • Maintain database of project opportunities, upcoming projects, current projects, completed projects and critical timelines
  • Facilitates detailed project communication between project managers and accounting including updating contract overviews and pre-construction packets
  • Facilitate Change order processing under the guidance of project managers
  • Assists in coding expenses and hours to appropriate projects

Close Out

  • Facilitate contract close our process including required reporting
  • Archive file folder system
  • Facilitate project close out satisfaction surveys for employees and clients

Ideal Candidate:

- Highly organized and detail oriented, loves order and process

- Able to manage multiple projects with varying priorities and deadline flexibility.

- Has strong written and verbal communication skills in English

- Comfortable representing Rock Solid in a positive light

- Minimum two year degree in business administration, law or related field preferred

- 2-5 Years’ experience in contract administration or government procurement administration preferred

- Possesses or is willing to obtain a public notary certificate within a year of hire

Salary: $50,000.00 - $60,000.00 per year
